So you've heard somewhere about this RNG thing, which allows you to breed and catch near flawless Pokemon in Diamond, Pearl, Platinum, and Emerald. This guide will explain how to breed near flawless Pokemon in Emerald.
What you Need:

RNG Reporter:
First you will need to download this tool, which lets you find the IV spread's you want, and which IV's you will need to inherit from your parents. This software is designed for Windows, so keep that in mind before you download it.
Rare Candies and Battle Frontier:
You will need a lot of rare candies to check the IV's of the babies you hatch. In order to get a lot of rare candies, you will need at least one. When you have one, fly to the Battle Frontier's Battle Tower. Add as many rare candies as you have to your Pokemon. Walk to the PC on the right side of the room, and deposit all Pokemon with rare candies attached. Save the game, and withdraw all the Pokemon you just deposited. Walk to the Lady on the far left of the reception desks, and talk to her. Start a challenge and when she asks to save your game, there should be a long pause. After the pause, reset the game and continue cloning until you have a good amount of rare candies. Also in the Battle Frontier is the IV checker. He is located in the house directly above the Pokemon Center. Use him to help narrow down your IV's so you can use less Rare Candies. When he tells you one of your stats is "Flawless" it means your Pokemon has a 31 IV in that stat.
A Pokemon with Flame Body or Magma Armor:
The following Pokemon: Slugma, Magcargo, Magby, Magmar, and Camerupt have Flame Body and/or Magma Armor. When these Pokemon are in your party they will decrease the number of steps required to hatch the egg by about half. Since you will be hatching a lot of eggs(unless you get really lucky or are already advanced at this) this ability will save you a lot of time.

Metalkid's IV Calculator is the most accurate and the most advanced, so make sure you use it. It may seem hard to understand if it's your first time using it but you'll get used to it.
